<p>On Wednesday, eBay Inc. launched a &#8220;beta&#8221; test version of eBay Bucks, a program that lets participants earn a 2 percent reward on certain items they buy through the site and pay for using eBay&#8217;s online payment service, PayPal. Rewards come quarterly as gift certificates, which can be used to buy other items through eBay within 30 days.</p>

Some of the most vocal eBay sellers are giving the changes tepid applause — but still complain eBay isn’t addressing a more fundamental problem for buyers with the fees it charges.</p>
<p>The company says it will tweak its user interface by adding features such as “Smart FAQs” from buyers to cut down on the number of repeat questions from buyers. Seller Tony Madalone, who runs an eBay t-shirt shop called Vintage Classic Threads, likes the new tools for package-tracking and label-printing that eBay is building into the site. “I always thought that it could be changed to be more user-friendly and allow sellers to be more efficient,” he said.</p>

He lauded PayPal, showed some false modesty around Skype, and talked about core eBay in a way that indicated a clear understanding of its limitations and challenges. If that sounds a tad negative, that was not what I took away. What I did take away was that eBay is a great collection of parts, a <em>really</em> great collection of parts, that would be more valuable as independent entities.</p>

Using the fake Skype subscription, several small charges are made against a PayPal account, all in the same dollar amount.</p>

Payment for items where eBay determined the buyer might be dissatisfied would be held for 21 days, or until the seller received positive feedback from the buyer. Then the funds would be transferred.</p>

			<content:encoded><![CDATA[<p>Ebay <a href="http://pages.ebay.com/sell/August2008Update/Overview/" target="_blank">new pricing structure</a> for Fixed Price Listings takes effect. This was announced August 20.</p>
<p>Fixed Price Listings will be for 30-day duration at the new Insertion Fee of 35 cents, and 15 cents in Books, Movies &amp; DVDs, Music, and Video Games. There are also changes in the FVF. Sellers are advised to <a href="http://pages.ebay.com/sell/August2008Update/BasicFees/" target="_blank">check here</a> as FVF for certain categories have increased.</p>
<p>Also starting today and through the end of the year, there will be a special promotion of 5¢ Fixed Price Insertion Fees for Books, Music, DVDs &amp; Movies, and Video Games when you list with pre-filled item information.</p>
